Well, we should fear armed governmental agencies if they're behaving the way the Bureau Of Alcohol, Tobacco, And Firearms did in Waco when they managed through their viciousness and bumbling to murder almost 100 people. But, typically government agencies don't need guns. The people that need guns are police officers out on the beat. They find, as many of them will tell you, that an armed citizen is their best friend. Many of them can tell you how an armed citizen helped them by subduing a criminal or even saving their lives.
Local police departments should not be using SWAT teams unless a life is being threatened at the moment by a criminal. A hostage situation would typically be where a SWAT team should be used. They should not be used to serve warrants for crimes that don't involve life threatening charges or situations. SWAT teams in those circumstances have ended up killing people when it was quite negligent to do so. I'm thinking of a guy that was accused of being a bookie sitting on his porch and a SWAT team served a warrant on him and oh the gun went off by itself sort of thing and the guy was killed. Well I am not advocating that people ought to be bookies but I don't think the punishment justifies or was commensurate with his crime. So no SWAT teams should be used except in life threatening situations.
Typically when a crime is being committed the armed citizen is the only person who is going to be able to use a gun in his defense. Because the police aren't going to be around when most criminals strike. Most criminals, being evil, are not stupid and they will usually wait until the squad car goes around the corner.
