The CIA is not supposed to spy on people living in the US. That is specifically the job of the FBI, and our laws are written to prohibit the CIA from spying on people in the United States or American citizens.
The Patriot Act has been opened to a number of different interpretations, but it's not supposed to allow the CIA to spy on American citizens. There has been some blurring in the lines recently, which is greatly unfortunate because the laws were written specifically so that we don't become a complete big brother society, and that we have a very specific role for the FBI and a very specific role for the CIA.
It's almost harder, when you're a CIA spy, to live in the U.S. than it is overseas. This is because, you usually have a whole background here already. You have friends and family, and people who want to keep in touch. And when you're overseas, you don't have all that. So, for example, when I was living here in the United States, and people wondered where I was for months at a time, because I was in training, I always had to come up with some obscure story as to what I was doing, but I also had to make the story sound really boring so they wouldn't ask any other questions. And that's kind of hard, to present yourself to your friends and family as the most boring person imaginable, when, in actuality, you're doing a pretty exciting job.
A CIA officer generally does not conduct operations in the United States. Usually when you are here in the States, you are preparing to go overseas again, whether that be language lessons or further training or spending some time at the headquarters in a managerial position. However, most of your spying takes place overseas.
A CIA spy spends most of his or her career outside of the U. S., whether that be traveling somewhere for a week or a month at a time or living somewhere for several years at a time. I think that's one of things that attracts a lot of people to the profession is that there's sort of the excitement of living overseas and all of the perks that come with that.
